Prior Lake's 2027 New Construction Runs on a Road Schedule

On Oct. 13, Prior Lake's new Campbell Shores neighborhood got final approval. The deal requires the developer to finish its streets and utilities by Dec. 31, 2027. The city engineer can push that deadline back if Scott County's intersection project at Marschall Road and 170th Street runs late, Prior Lake Events reported. So the county's road timeline is written right into the neighborhood's development agreement.

The same thing is true across town at Vierling Ridge. Prior Lake's two largest new subdivisions are both moving dirt this fall, and both are tied to 2027 road work. Pulte wants Vierling Ridge units ready for spring 2027 sales, and Campbell Shores expects model homes that same spring. That's also when the county plans to start building, and both neighborhoods will open into a resale market where sellers already accept less than they did a year ago. For a buyer comparing new construction with resale in Prior Lake next year, the road schedule matters about as much as the floor plan.

Two calendars, one spring

Here are the key dates from the city, the county, and local reporting, in order:

Date What happens Neighborhood affected
Sept. 23, 2026 Council approves Vierling Ridge phase one final plat, PUD and development agreement Vierling Ridge
Oct. 6, 2026 Scott County Board authorizes eminent domain for unsettled Marschall Road right-of-way Campbell Shores
Oct. 13, 2026 Council gives Campbell Shores final approval and approves the city's Marschall Road cooperative agreement Campbell Shores
Jan. 29, 2027 County deadline to hold title and possession of unsettled parcels Campbell Shores
Spring 2027 Campbell Shores model homes expected and county road construction set to begin Campbell Shores
2027 Fountain Hills Drive extended to County Highway 21 Vierling Ridge
Dec. 31, 2027 Campbell Shores street and utility deadline, which can be extended Campbell Shores
Through 2028 Vierling Ridge second phase Vierling Ridge
By 2032 Vierling Ridge full build-out expected Vierling Ridge

Pulte told the city it wants to finish infrastructure this fall, build models over the winter, and have units ready for spring sales. The county wants its land settled by late January so crews can start when the weather allows. Each schedule makes sense on its own terms. Together, they mean the first people to see Campbell Shores will probably arrive by way of an intersection that's about to be rebuilt.

Campbell Shores sits right at the county's intersection

Campbell Shores has 62 single-family lots on 40 acres. The site is north of 170th Street East, west of Marschall Road, and east of Campbell Lake, directly north of the Spring View Meadows neighborhood. Pinnacle Family Homes is the developer, and the stated price range for its custom homes was $750,000 to $1 million when the project was first proposed. Plans include full basements, walk-out options, and one- or two-story designs, according to Prior Lake News Compass.

The developer has to coordinate with Scott County's planned improvements at County Road 17/Marschall Road and 170th Street East. Those include a roundabout, a pedestrian trail underpass, regional stormwater facilities, and new right-of-way. The county describes the larger project as a Marschall Road rebuild from CH 42 to CH 82. It includes intersection work at CH 14 and CH 82 and a roundabout where CH 17 meets CH 12. Both pieces are programmed for 2027 and will be bid as one construction project.

The land isn't fully in hand yet. The work needs land from 32 parcels. On Oct. 6, after hearing from people who opposed the easements, the County Board removed two parcels tied to a planned frontage road. It then voted 5-0 to authorize eminent domain under the state's quick-take procedure for land it can't buy through negotiation. The county has $6,685,105 programmed for right-of-way, according to the Oct. 6 county packet summarized by Prior Lake Events.

The city has money in the project too. Prior Lake's estimated share is $1,658,000, which includes $161,000 from the tax levy and $600,000 in municipal state aid.

For a buyer, this changes what to ask. The development agreement says any closure or restriction on 170th Street that affects access to Spring View Meadows needs city and county approval first. It doesn't publish a detour map for Campbell Shores. If you sign on a lot in spring 2027, you'll want to know how your expected completion date depends on the county's work. Ask the builder directly what happens to that date if the intersection slips into the extension window.

Vierling Ridge is tied to Fountain Hills Drive

Vierling Ridge, built by Pulte Homes, is on the former Vierling family farm near County Road 42 and Eagle Creek Avenue. The family had farmed it since the 1860s. The city calls it one of the largest pieces of undeveloped land within Prior Lake. The approved subdivision totals 262 homes. Phase one has 22 single-family detached homes, 12 townhomes, and 12 twin homes along Eagle Creek Avenue NE and Carriage Hills Parkway.

Roads are part of phase one here too. The agreement calls for completing Fountain Hills Drive out to Eagle Creek Avenue and building Surrey Lane from Carriage Hills Parkway to Fountain Hills Drive. About 6 of the phase's 18 acres are set aside for that right-of-way. The city says Fountain Hills Drive will reach County Highway 21 in 2027. Pulte has put more than $873,000 in escrow for public improvements and future work at the Eagle Creek Avenue and Fountain Hills Drive intersection, according to Prior Lake News Compass.

The same article says Pulte told the city it wanted to finish parts of the infrastructure this fall so model homes and townhomes could go up over the winter and be ready for spring sales. That's the same spring Campbell Shores expects its model homes.

A few details matter if you're comparing Vierling Ridge with resale:

  • Density is estimated at 3.75 units per acre.
  • No parkland is reserved inside the subdivision, but two community parks are within half a mile.
  • The housing mix includes townhomes for first-time homeowners, single-family homes in several sizes, and single-level twin homes.
  • The second phase is expected to run through 2028, and full build-out is expected by 2032.

Anyone buying in phase one is buying into a neighborhood with about five more years of construction ahead. That's also only Pulte's 88 acres. The city says Pulte's project is the first of several developments, still to be determined, on the 400-plus-acre Vierling property.

The resale market these homes are entering

New construction in 2027 will compete with existing homes, and Prior Lake's existing homes are already selling on softer terms. Here's September 2026 from the Saint Paul Area Association of REALTORS® Local Market Update, which uses NorthstarMLS data:

Prior Lake, September 2025 2026
Median sales price $515,000 $500,000
Percent of original list price received 98.9% 96.5%
Days on market until sale 44 48
Months supply of inventory 3.9 3.8
Closed sales 33 37

In September 2026, the typical seller got 96.5% of the original asking price, down from 98.9% a year earlier. On a $500,000 home, that's roughly $12,000 more given up between listing and sale than a year ago. The report also notes that its price figures don't account for seller concessions. The year-to-date median was $510,000, up from $485,000. So prices haven't fallen. What's changed is that sellers have less leverage.

Building is picking up. The city's August 2026 permits for new single-family homes carried $2.237 million in declared value, compared with a little over $816,000 in August 2025. Declared value for all permit types from January through August topped $67 million, up from just under $40 million a year earlier, Prior Lake News Compass reported. Across the metro, Minneapolis Area REALTORS® counted 4,665 new-construction pending sales over the 12 months ending in September 2026, down 4.9%. Previously owned pending sales rose 1.1% over the same period.

Here's how that plays out next spring. Campbell Shores' quoted $750,000 to $1 million range is well above Prior Lake's $500,000 September median, so it will mostly compete with the upper end of resale. Vierling Ridge's townhomes will compete with the entry end. In both cases, resale sellers whose homes are finished, on finished streets, are already accepting less. A buyer weighing a spring 2027 model against a resale home is comparing a home that's ready now with a neighborhood whose roads are due in 2027.

What a shoreland PUD trades for open space

Campbell Shores was approved as a shoreland planned unit development. Under that approach, about half the site is protected as open space through outlots and conservation easements covering wetlands, woods, and trail corridors. In exchange, the city allows more flexibility on lot sizes and side-yard setbacks. Four outlots will be deeded to the city as open space or park land dedication, and two of them will be trail corridors.

At the June 9 council meeting, staff described lots from 8,600 to nearly 20,000 square feet, 65 to 70 feet wide, with a proposed side-yard setback of 7.5 feet. Front and rear setbacks weren't changed. So the neighborhood gets lake, woods, and trails nearby, and individual lots are narrower than a buyer might expect at that price. Visiting a model home won't show you which outlot or easement borders a given lot. The plat will.

A few straight answers

Is Fountain Hills Drive open to County Highway 21 yet? No. The city says the extension is planned for 2027 as part of Vierling Ridge's first phase.

When can I tour Campbell Shores? The city expects model homes to be available in spring 2027, with utility installation and home construction starting this fall.

Does the city's 2027 budget affect new homeowners? Prior Lake's preliminary 2027 levy is $22.63 million, up 6.05%. The city estimates the city portion of the tax on a $461,700 median-valued home would rise 4.8%, or about $70 a year. The public hearing is set for Dec. 8, 2026, according to the City of Prior Lake.
