Prior Lake's Fall Lineup: Chula's First Season and Mystic Lake's Busiest Stretch Land Together

"We'd like to see more restaurants." That's the line Prior Lake Mayor Kirt Briggs said kept surfacing in the city's community surveys, the same request city leaders pointed back to when ground finally broke on Colorado Street for what would become Chula's. About a year and a demolished T-shirt shop later, that request has a menu, a granddaughter's nickname on the sign, and its first full autumn on the books. It happens to be running at the exact moment Mystic Lake Casino Hotel is loading its showroom with acts that swing from arena country to a King Crimson tribute band to Celtic holiday pop, all inside about eleven weeks. Neither calendar was built around the other. They just happen to overlap this year, and that overlap is worth understanding before it passes.

The restaurant downtown kept asking for

Chula's Mexican-Latin Food & Spirits opened at 4636 Colorado St SE on May 22, 2026, on the footprint once occupied by T-Shirts & More. Owner Manny Perez spent 35 years in food service, most of it running Subway franchises, before deciding Prior Lake needed something the surveys had been naming for years. In 2024 he was recognized as the Small Business Administration's Minnesota Minority-Owned Small Business of the Year. The restaurant's name comes from his granddaughter Sawyer, whose family nickname, chula, is a Mexican term of endearment. His daughter Mercedes Dahl and partner Suzie Dahl co-founded the business with him, Kari Campbell Interiors designed the space, and chef Jake Dmowchowski, who previously worked at The Strip Club Restaurant in St. Paul, built the kitchen alongside J.D. Fratzke.

The menu leans into that family story rather than a generic Tex-Mex playbook. Walleye tacos with pickled cabbage and lime crema sit next to a Topopo Salad built from pulled chicken, refried beans, fried leeks, jicama, and Mexican oregano, and the bar pours a custom light lager brewed specifically for Chula's by Boathouse Brothers Brewing with a hint of chili pepper. Tequila and mezcal flights round out a drink list that beverage director Abby Larsen and Suzie Dahl built around handmade cocktails rather than bottled mix.

The building itself does more than hold a restaurant. Only part of it is Chula's. Roughly 40 percent of the two-story structure was leased out as office and retail space, and the second floor operates as an events venue for the kind of gatherings Perez said the city had been missing space for, graduations, retirement parties, wedding showers, and business holiday parties among them. That second floor turns a single restaurant opening into something closer to a small piece of civic infrastructure, a place where a Prior Lake resident can now book a shower or a retirement dinner without driving to Savage or Shakopee.

Because the restaurant only opened in May, this fall is its first. The programming reflects that newness. An Agave Spirits Education session is on the calendar for tonight, September 28, and Sips n' Sounds, a live music evening featuring the duo Jake & Josie, follows on October 1. Neither event has a track record yet. They're the restaurant finding its rhythm in real time, which is a different thing from an established venue repeating a formula it knows works.

The casino's loaded fall slate

A few miles away, Mystic Lake Casino Hotel's showroom is running through one of its more varied stretches of the year. The lineup between early October and mid-December reads less like a typical casino circuit of classic rock and country than a genuinely mixed bill:

  • October 3: Vietnamese Concert featuring Tim Lai Bau Troi, world music
  • October 17: Kenny Wayne Shepherd Band, blues
  • October 24: Beat, a King Crimson tribute act, rock
  • November 6: IMomSoHard, comedy
  • November 15: Everclear with American Hi-Fi, rock
  • November 28: Hanson
  • November 29: Celtic Woman's Silver Bells Christmas Tour
  • December 12: Mannheim Steamroller Christmas, with matinee and evening shows the same day
  • December 17: Sara Evans' Holiday Road Tour

Ten dated shows across country, world music, blues, prog-rock tribute, comedy, and orchestral holiday pop, all inside a single showroom in an eleven week window. That kind of genre spread isn't the casino defaulting to whatever fills seats. It's a booking calendar that treats a Tuesday-night crowd looking for Celtic Woman as seriously as one looking for a King Crimson tribute act, in the same room, six weeks apart.

Why this particular overlap won't just repeat next year

It would be easy to read all of this as evidence that Prior Lake's fall is always this full. That's not quite the claim. Mystic Lake books its showroom show by show, and a run this genre-varied isn't a fixed seasonal pattern so much as how this particular string of bookings landed. Chula's fall calendar is even less established. Its Agave Spirits and Sips n' Sounds nights are the restaurant's first attempt at recurring fall programming, which means next year's version is still unwritten. What makes this specific stretch worth paying attention to is that a brand-new restaurant's debut season and an unusually wide-ranging concert run are both happening for the first time, in the same weeks, in the same small city.

That timing also means the two anchors are close enough to combine without much planning. Chula's sits on the Colorado Street corridor near Highway 13, and Mystic Lake is at 2400 Mystic Lake Blvd, close enough that a dinner reservation and a showroom seat can realistically happen the same evening without leaving city limits. A Kenny Wayne Shepherd show on October 17 or the King Crimson tribute a week later pairs naturally with a walleye taco and a glass of the Boathouse Brothers chili lager beforehand.

For residents who'd rather skip downtown and stay on the water, Charlie's on Prior remains the other constant this season, a lakeside restaurant and marina open year round with a dog-friendly lower patio and a seasonal hard scoop ice cream stand. It's not new the way Chula's is, and it isn't tied to a concert calendar the way Mystic Lake is. It's simply the other kind of fall evening Prior Lake offers, one built around the lake instead of downtown or the showroom.

None of this is really about restaurants or concert tickets on their own. It's about a small city where a mayor's line from a community survey turned into an actual building with a granddaughter's name on it, and where a casino three miles away happened to book its most varied fall in recent memory at the same time. Residents who've watched Colorado Street change over the past year now have a reason to watch what happens on Highway 13 through December, too.
